Sometimes, in a whisper only the heart understands, I find myself saying, “Khuda se poochun… kya humein Yousuf hamesha ke liye nahin mil sakte?” Happy Birthday, Yousuf Jaan."     Her tribute offered an intimate portrait of the man behind the legend: humble, spontaneous, and guided by a quiet moral discipline.     Also Read: Saira Banu: Dilip Kumar Loved Dharmendra Like He Was a Real, Younger Brother - Exclusive。    记者从日前召开的省委省政府法律顾问聘任大会上了解到，截至目前，全省已建立以党内法规工作机构、政府法制机构人员为主体，外聘法学专家和律师为补充的5860人的党政机关法律顾问队伍，基本实现了省市县三级政府法律顾问全覆盖。今年上半年，全省法律顾问参与省（市）政府重大行政决策2738件，同比增长37.8%，在推动法治辽宁建设中凸显积极作用。         　　我省于2017年出台建立政府法律顾问工作制度的文件，明确规定政府法律顾问队伍组成、工作职责等制度要素内容，夯实了制度基础。全省把切实加强政府法律顾问工作作为推进依法治省和法治政府建设的重要内容来抓，各市积极探索符合本地实际的方法路径，选优配强内部政府法律顾问工作人员，完善外聘政府法律顾问考核评价机制，聚焦地方立法、行政决策、合同订立、行政应诉、行政调解等环节，推动法律顾问从法律风险的“善后者”向“防控者”转变。         　　为更好发挥法律顾问“智囊”作用，我省在加强高质量法治人才储备，建立党政机关法律顾问人才库基础上，通过制定有力举措，推动法律顾问制度向乡镇延伸，力争在2025年年底前实现省市县乡四级法律顾问全覆盖。同时，建立以工作质效为导向的监督管理模式，围绕各地区的攻坚任务成立专门法律顾问团队，以精准化的法律服务为“八大攻坚”重点任务提供有力法治保障。                    责任编辑：李丹。
