一 |     Dhaka, Oct 9 (UNI) Teesta is one of the 54 rivers that enter Bangladesh from India. After originating from Solamo Lake in India, it flows over Sikkim and West Bengal and enters Bangladesh through Rangpur region.

Later it joins the Brahmaputra river near Chilmari in Kurigram district. For many years there has been a demand for a Teesta agreement on the sharing of Teesta water. But the agreement is stuck due to India's delay and various excuses. Because of this, the people of the northern part of Rangpur Bangladesh are now dreaming about the Teesta Master Plan.

The Teesta Agreement was to be signed during the then Prime Minister of India Manmohan Singh's visit to Dhaka in 2011. But it stalled in the face of opposition from West Bengal Chief Minister Mamata Banerjee. Then in 2015 Indian Prime Minister Narendra Modi visited Bangladesh with Mamata Banerjee. There he assured that a compromise would be reached on Teesta water sharing. But the Teesta problem has not been solved.

During the last Bangladesh Prime Minister Sheikh Hasina's visit to India, there was a possibility of reaching a settlement on Teesta water distribution, but it did not happen.

In addition to the construction of various infrastructure related to Teesta coast management, flood control dams and various types of infrastructure will be built to eliminate water shortage during summer. Since Bangladesh has a long-standing dispute with India over Teesta water sharing, arrangements will be made to retain water during the dry season. Among the issues that have dominated the project so far, three are important—dredging the riverbed, revetment or embankment repair and embankment, and land reclamation. Apart from this, there are also plans to repair flood dams.

If this project named 'Teesta a River Comprehensive Management and Restoration' is implemented, a 220 km high guide dam, river drive, hotel-motel-restaurant, modern city and tourist center will be developed along both the right and left banks of the Teesta river. Along with that, 150 MW solar power plant, industrial plant, EPZ will be built.

Apart from this, several lakh hectares of agricultural land will be saved and afforested. Under this project, the main stream of Teesta will be two kilometers, which will maintain navigability throughout the year. It will be connected by several canals, which will benefit crores of people of Teestapar. It is said that the two banks of the Teesta will be modernized on the model of China's Huang Ho River and Suqian City through the master plan. There will be Marine Drive on both sides of the embankment. Modern irrigation projects and agricultural farms with machinery will be built. At the same time satellite cities will be built on both banks of the river.

The two banks of the Teesta will be developed on the model of Suqian City in East China's Jiangsu Province. For this, approximately 9 thousand crore taka can be spent. The project is named Teesta River Comprehensive Management and Restoration'. Since then, days go by, months go by, years go by and years come. However, the much-desired great plan has not started.

It is noted that, Rangpur is the poorest division of Bangladesh. And five of the country's poorest and most impoverished districts are located across the ravaged Teesta. 二 |     8월 3일 황종우 해양수산부 장관이 유엔해양총회 준비기획단 출범 기념 현판식에서 발언하고 있다./사진=뉴스1.해양수산부가 '2028 유엔해양총회 지원 특별법안'과 '농어업회의소법안' 등 제정법률안 2건과 '연안관리법 일부개정법률안' 등 일부개정법률안 12건, 총 14개 법안이 국회 본회의를 통과했다고 26일 밝혔다.'2028 유엔해양총회 지원 특별법안'은 우리나라와 칠레가 공동 개최하는 2028년 제4차 유엔해양총회를 성공적으로 개최하기 위한 범정부 협력체계 구축과 행정·재정적 지원 등의 근거를 담았다. 유엔해양총회는 해양분야 최대·최고위급 국제회의로 기후변화 및 해양오염 등 글로벌 해양의제를 논의하고 국제사회의 실천과 협력을 촉진하는 구심점이 돼왔다.특히 이번 제4차 유엔해양총회는 'UN 지속가능발전목표'의 달성 시한인 2030년을 2년 앞둔 2028년에 개최되는 만큼 2030년 이후의 국제해양 협력방향을 논의하는 중요한 전환점이 될 전망이다. 해수부는 이번 법 제정을 토대로 대한민국이 세계적인 해양강국으로 자리매김할 수 있도록 세심하게 준비해 나갈 계획이다.'연안관리법 일부개정법률안'은 연안에 영향을 미치는 도로와 항만 등의 개발행위를 하려는 경우 사전에 해수부 장관의 연안 침수·침식 영향 검토를 거치도록 했다. 이번 법 개정으로 연안 침수·침식을 개발단계에서 사전에 검토하고 예방할 수 있는 제도적 장치가 마련돼 연안재해 발생 위험을 낮추는 데 기여할 것으로 기대된다. 해수부는 효율적인 제도운영을 위해 환경영향평가, 해양이용영향평가 등 기존 사전영향평가제도와 연계하여 제도 간 중복과 사업자 부담을 최소화할 예정이다.또 겨울철 악천후 등 어선사고 위험이 높은 특정 시기에 선단 편성을 명령하거나 기상악화 등 대형 어선사고가 연달아 발생할 우려가 있는 경우 일시적으로 조업과 항행을 제한할 수 있도록 하는 등 어선사고와 인명피해를 예방하기 위한 '어선안전조업 및 어선원의 안전·보건 증진 등에 관한 법률 일부개정법률안'이 통과됐다. 아울러 지역 농어업인이 자율적으로 참여하는 의사대표기구로서 광역 및 기초자치단체 단위의 농어업회의소를 설립할 수 있는 근거를 마련해 농어업인의 농어업정책 참여 확대를 뒷받침하기 위한 '농어업회의소법안' 등 11개의 법률안도 함께 통과됐다.황종우 해수부 장관은 "이번 '2028 유엔해양총회 지원 특별법안' 제정으로 제4차 유엔해양총회가 대한민국의 우수한 해양역량과 풍부한 해양문화유산을 세계에 알리고 국제사회와 함께 바다의 지속가능한 미래를 논의하는 성공적인 총회가 될 수 있도록 준비에 만전을 기하겠다"며 "본회의를 통과한 법률안들의 하위법령을 정비하고 법령을 시행하는 과정에서 차질이 없도록 최선을 다하겠다"고 말했다.。
