B | 在推进教育科技人才发展方面，上海市教委方面表示，上海将实施未来和前沿领域筑基计划，依托高水平大学布局一批面向基础前沿和未来产业的学科领域，引领高校科研攻关导向从学科本位向科技前沿和产业需求转变，探索储备一批未来科技发展和产业成长所需的人才与技术。
C | 据悉，上海将完善高校拔尖创新人才科学培养机制，让优秀本科生在科研实践场景中淬炼创新思维，扩大基础学科和国家关键急需领域研究生培养规模。上海将实施急需紧缺人才培养专项计划，建立人才需求探测机制，按需开设重点产业领域紧缺人才专项班，开展专项班、订单班、微专业、模块化课程等培养改革，推动人才培养紧贴产业需求，缩短人才供给响应周期。 “十五五”时期，上海将实施地方高校服务贡献能力跃升计划，开展“一校一策”综合改革，密切跟踪行业产业对人才结构、能力、素质的需求，及时调整学科专业设置、人才培养方案和课程教学内容，推动人才培养体系由学科专业发展逻辑向行业产业发展需求转变。
D | 上海将提升高校创新策源和成果转化能力，强化基础研究和原始创新，推动高校以重大科学问题为牵引，依托高水平科研基地开展跨学科、跨领域深度交叉融合创新等。上海将健全科技成果转移转化机制，建强知识产权管理和转化服务体系，推动高校开展职务科技成果赋权和资产单列管理，构建更加活跃的创新生态。
