Aryan was observed holding his hand and whispering something, which led to both of them laughing. 二 | 同时，全力推进营商环境建设，以“高效办成一件事”改革为牵引，推进政务服务提质增效，48个“一件事”上线运行，累计为企业、群众办件8万余件。启动综合窗口改革，建立“一窗收件、分类办理、统一出件”的服务模式，全市设立综合窗口1524个，配备雷锋式帮办代办人员2190人。
三 | 持续开展12345平台诉求办理攻坚提升行动，累计办理企业、群众诉求36.8万件，诉求办理考核指标单月排名进入到全省前列。多方协调化解营商环境突出问题，清理影响振兴发展做法212个，整治营商环境“万件清理”问题142个，解决涉企营商环境诉求51件，累计偿还拖欠企业、群众账款4300余万元。 抚顺市数据局党组书记、局长曲强说：‘营商环境是全面振兴新突破三年行动必须下好的“先手棋”，必须拿下的“关键仗”。
